In a political context to "carry someone's water" means that you unquestioningly do their bidding. This is something that Daryl has been accused of before, by Carol, Milton and Merle, of being Rick's henchman, unable to think for himself.

So I looked on with interest last night when Daryl literally asked Carol if he could carry her water. This could symbolize a change in his unwavering loyalties to Rick and indeed he seemed to spend most of the episode in Carol's company, trying to help her come to terms with their new reality.
